In general solar panels are not made to store energy so they will only work when the sun is shining. Your pump will therefore not work at night or on very overcast days. There are a few makes of solar birdbaths that can store energy for short periods by the use of batteries but these are more expensive. During the winter is is a good idea to disconnect the pump as it may work intermittently and, if the water freezes, the pump may be damaged by trying to move the frozen water.
